Not sure exactly what is going on here. It looks like some pieces were painted over each other, which quickly devolved into straight capping.
In black ink it says 'hater' and in white ink and a different hand above it is says 'Your Mom's a - '.
Even if its messy, dig how the message to Mom comes together.
