Apparently someone took the 'Buy Love Here' to heart--and yes, that is a used condom in front of the Obey installation on De La Barracuda.
The weird thing about this is where did the condom come from? Usually people rip them off and leave them right where they did the deed--but this is a very busy street with no obvious place for any 'love' to go down.
Maybe a side effect of Street Art is it make you horny--horny and wanting public street sex! Just clean up those rubbers!
