The evolution of this nursing fish from Maggot is quite fascinating. Looks like it was covered by a paste, that then got buffed, and then the top paste came back off. The end result reveals a partially buffed piece with parts in color, and some parts in buff gray. Notice how even the yellow eyes pop out and bust through the buff paint.
