Banksy's 2nd piece themed on the 2012 Olympic Games in London features a javelin competitor, but instead of a javelin, it has been replaced with a rocket bomb.
Perhaps Banksy is saying with this piece that the Olympic Games are a show of strength to see who is stronger, similar, but far less brutal to the way wars are fought to see who is stronger.

Could also refer to the news that the British military is placing rocket launchers on the roofs of some residential housing towers.
