Somebody is taking it to the man, and all up along Fairfax is a straight row of parking meters which have been crammed full of some sort of glue foam. The foam prevents the meters from accepting money, either card or coin, and essentially renders the meters inoperable.
Anyone in LA who has received a parking ticket would probably agree, fuck the LA Parking Department.
Looks like that insulation spray. You spray it, it expands and tuns into a hard foam. Someone is pissed! lol. Well done!
