This is Mr. Bean?
A wall on La Brea. Apparently, this is only half of the wall and the rest wraps around the others side-- assumably saying 'This is not a crime'. From the artist 'Nigeria'.
And, at the bottom of the piece is a multi-layer stencil, possibly from the same artist or perhaps a different piece altogether. Not sure if it is printed or painted? And at first we thought the person was Kramer, but on closer inspection it looks like Mr. Bean.
Lotta guesswork on this piece, but cool stuff.
